А. С. Мавлянов родился в 1947 году в Жаңы-Жольском (ныне Аксыйском) районе Жалалабадской области. В 1965 году окончил Фрунзенский автодорожный техникум, а в 1971 году - Ленинградский инженерно-строительный институт. Учился в этом же вузе в аспирантуре и защитил в 1979 году кандидатскую диссертацию в Ленинграде.
A. S. Mavlyanov was born in 1947 in Zhany-Zholsky (now Aksy) district of Jalalabad region. In 1965, he graduated from the Frunze Road Technical School, and in 1971 - from the Leningrad Institute of Civil Engineering. He studied at the same university as a post-graduate student and defended his PhD thesis in Leningrad in 1979.
From 1971 to 1991, he worked at the Frunze Polytechnic Institute, where he worked as a laboratory assistant, teacher, associate professor, head of the department and director of the Osh branch of this university. Then he worked as a vice-rector of the Osh Higher Technological College. In 1993-1994, he took an active part in the creation of the Jalal-Abad State University and the Kyrgyz-American Faculty of KSU. In 1995, he became the rector of the newly established university - the Bishkek Academy of Finance and Economics, where his scientific, pedagogical and organizational abilities were fully revealed. Under his leadership, the Bishkek Academy of Finance and Economics has achieved great success in the field of education and became one of the pilot universities of the Ministry of Education and Science of the Kyrgyz Republic for the transition to the European system of personnel training, and began to apply new educational technologies in the educational process.
In 2013, A. S. Mavlyanov was nominated to the post of Chairman of the Supreme Attestation Commission of the Kyrgyz Republic, where he successfully worked until 2018.
He is the author of more than 150 scientific works, including 5 monographs, has a number of inventions. He trained at the University of Rome, at the University of Nebraska-Lincoln (USA). According to the program, Fulbright studied at the New Jersey University of Technology (USA).
For his great contribution to the higher education system, he was awarded departmental awards of the Ministry of Education and Science of the Kyrgyz Republic, and a Certificate of Honor of the Kyrgyz Republic. He was awarded the honorary title " Honored Worker of Education of the Kyrgyz Republic” and was awarded the Dank medal. He took an active part in the public life of the republic, was a member of the board of the Ministry of Education and Science of the Kyrgyz Republic, chairman of the Association of Graduates of Russian Universities in the Kyrgyz Republic. Professor Mavlyanov has gained a high reputation among colleagues and students with his extensive knowledge, high personal qualities and humanity.
